H1 Renewal quesion

Hi All,
Recently I have been hearing all the new rules about going back to old country for H1B stamping. My I94 expires this October. Is it required to go to India for H1B renewal stamping or can I do it Mexico or Canada? Thanks in advance for you reply.

Got my H1 stamped on 04-Dec-2008 from Ottawa, Canada... Didn't have any problem, not sure if any rules changed after that...
