does "filing" = mailing?

I work for Employer-A as H-1B.
USCIS says: "nonimmigrant may begin working for NEW H-1B employer as soon as new employer FILES a H-1B petition".

QUESTION: is it legal to begin working for Employer-B on the SAME day Employer-B CERTIFIED-MAILS a H-1B petition?
If not, how soon?
