H4 applicant, does he need to be included in the PETITION of H1B Transfer?

I am currently working on H1B and my husband is on H4 dependent.

I changed my employer last year and now I am going to MEXICO for the new H1B visa stamping.

No where in the H1B Transfer petition, is my husband's name included.

Can he accompany me and get his stamping done with the new employer stamp (for H4)............???

---- H1B transfer petition is only meant for H1B and none others

---- Yes, provided his status of H4 is valid in US at the time of visa stamping
