New H4 Filing while H1B is filed for transfer

I work in USA and got into USA through employer h1 B and it expires only in 2010 . my H1B transfer has beed filed with employer 2 and got receipt #. I want to bring my wife who lives in India now. Can I file for H4 now ?
If yes, what are the documents I need to provide old 797 or new receipt # or both while submitting application in US consulate.

Wait for H1b to be approved or get the approval using PP and send the docs later on.
