H1 Expired, New H1 Process

Hi,
I worked in US on H1 till Jun06, After that I came back to India..
My Stamping as well as Petition of this Visa expired in Dec08. (

Now my new employer wants to file my new Visa for a urgent travel...

1) If I will opt for H1 Visa.. will I be a part of the 65k quota.. and needs to wait till Oct-Nov09.. to travel.. or I can process my H1 Just like normal extention..without 65k quota problem and wait till oct09...

2) What is "B1 in lieu of H1" Visa.. maximum how many days I can stay in US with this Visa..

3) Can I travel on "B1 in lieu of H1" right now, In the mean time process my H1 and then travel back on H1 after stamping
