H1 Rejection..

Hi,
I am on L1 since 2005.
I have applied for H1 in 2007 and petition got rejected. Does anyone think if i would get a rejection again if i apply for H1 again this year in case if i get through lottery?

Also does applying for H1 with change of status within USA is an additional risk?

Your previous rejection should not affect the new H1.

L1 to H1 COS - You must start working for H1 employer from Oct 1st if H1 and COS is approved before then.
