H4 on Foreign Marriage

I am an Indian citizen working in US on H1b.I am getting married to an Indian citizen in Europe and I will be having marriage certificate from the same country(Not from India). My questions are:

1. Will there be any problem in H4 stamping because our marriage will be outside India.
2. Where should H4 be applied - US consulate in the wedding country or in India?

-------No problem.. you must have to show them your valid English marriage certificate.
2. Where should H4 be applied - US consulate in the wedding country or in India?
--- Where r u right now.. you have to apply from your current residance country.
