Got WH4's Acknowledgement from DOL, Want to do COS H1B-B2

Hello there,

I am on H1B. I have filed WH4 and have received a file number from DOL. Now i want to do COS from H1B to B2. The following is the scenario...
When i apply COS from H1B to B2 with the receipt from DOL, will the USCIS approve COS to B2 ? Assume that the USCIS has already been informed of my H1B termination/revocation by my employer and the revocation by my employer is done earlier to filing WH4.

USCIS is not obligated to approve the COS just because you have a WH4.

Thank you for your response...i have another question that ...
Don't they really accept COS to B2 at least for the sake of DOL's investigation and its outcome ? Once i get B2 i can stay here for the sake of DOL, they may ask me to come in person to the office too.
