H1 to H4 and again H1

Hi.
As this year market is bad, I want to convert my h1 to h4. And again next year if the situaltion is getting good, then I want to convert that h4 to h1.

So, at that time, my case will be considered as a special case, or it will be treated as normal quota....means again lotter and all???
