i got visa refuse for HSMP in UK...do this effect for my new H1 application...?????

Hi,
i came to UK in 2006 as a student, and could not complete my MS....discontinue from university and they award me P.G CERTIFICATE......i got job as a NETWORK ADMINISTRATOR, then i went for HSMP visa but they refuse as i have no MS degree......now i wanted to apply for H1 visa, so do this effect to my new application...?????
