Can I apply for H4 while my H1 is under processing?

Hi

I have filed for H1B visa for the cap 2009-2010 from my current employer. The LIN numbers have not been received yet. Now I want to file for H4 visa (in this month). Will this be a problem in stamping my h4 visa, because I already applied for H1? while filling DS156/157 what should I be filling for the qn: "have you applied for any other visa?" If I say yes, will they reject my H4?

You can. Have you applied for visa means a visa at a consular post. The H1b that your employer applied for is NOT a visa but a petition.
