dv 09 denial based on section 212 a 5 a

hi,can anyone help me with opinions,my sister just got disqualified based on section 212 a 5 a as a 2009 visa lottery winner and was also referred to form 851a,but the main reason of denial was because she did not include her husband whom she has not been living with for the past 3 years,besides she applied as legally separated.she has four kids ages ranging from 8 to 21.the reason for her denial doesn't seem to be fair because she applied as legally separated.please can someone help me with good tips if she still has chances and how to tackle the issue.thanks
