H1B Transfer without moving to US

Hi,

My H1B is stamped in sep 2008 with company A. I have never travelled to US as company A is not able to provide me Job. so can i transfer my H1B for Company B? If so, what are documents required for that and how much is the fee? Will the company A get to know that my H1B has been transferred?

Since you are in India, it would not be a H1B transfer but a new H1B petition which is cap exempt.

Your employer has to take care of charges. (approx 2500-3000 USD)

Procedure is the same like employer "A" did.
Employer "A" wont come to know about it unless you tell them personally.

You cannot travel to US until you get approval copy from employer "B". Once approved you can travel with employer "A"s stamp and employer "B"'s approval.
