can a person on h4 do bussiness???

well i am currently on h4 visa and do know that i cannot work as an employee.
But someone known to me as an attorney mentioned that legally I can do business and can be an employer but not employee. please guide me and clear this doubt....
I need help to know if i can start business on h4....

You cannot apply for an SSN when you are in H4. You need SSN to start a business. Without SSN you cannot file taxes (whatever income you make on your business). So it is illegal to work on H4.

And it is also illegal to engage in business, you must be what the visa is - dependent - 100% dependent.
