H4 to H1 Change of Status

I am currently in USA on H4 status. Consultant in NJ has applied for change of status to H1B. They claim that that status has been approved even though I haven’t seen any papers to substantiate the claim. Today is last day of September and I am worried that my change of status will be applicable from 1-oct.
Consultant says my status will remain H4 till I join them officially and that they have 60 days to get me on board. Is that true?

From Oct 1st, you'll be on H1. You need to get paid even if you don't have project to work on.
