H1b Transfer after visa stamping but before entering US

Hi,
I had my h1b approved in 2007 and the visa was stamped in April of 2008 and its valid untill September 2010. I have not entered US yet on the visa. I wanted to know if an employer wants to transfer my h1b on its name, is it possible to do so without me entering US? What is the procedure for transfering the h1b on the new employer's since I have not yet started working with my current sponsor.

Yes. Transfer is almost same as filing a new H1B except that you are already CAP counted. Send a copy of your existing approval notice (I-797) to your new employer and he should be able to file for a transfer.
