Pending H1B Transfer and possibility for upgrade to premium

My Notice of receipt date for H1 Transfer from California Service Center is July 6,2009

The ideal processing time is depicted as 2 months...but my status shows all this while as "Initial Review"

Is the tracking tool website up to date ? Is there any other way to know the case-status?

Is it possible for my employer to upgrade from Regular to Premium processing?

Possible to upgrade to PP.
