Can I choose Delhi Center for my H4 Stamping

Hi,
Basically I belong to Orissa, But currently I am staying with my sister in Delhi(Army Campus). So in order to do my H4 Stamping, can I apply in the Delhi Visa Application Center having my sister's address as my communication address ? Or it is mandatory to go to the nearest regional Visa cell which is Kolkatta ,Since my permanet address is orissa.. I dont want to go to kolkatta...

You need documentary evidence to prove your “state of residence”. If you are staying in Delhi for quite some time now and if you have address proof, then you can apply in Delhi consulate. Otherwise you need to go to Kolkatta.
