H4 with a green card in process

Thanks in advance. So here is my story.

I am going to india for marriage and extention of my H1B Visa. My wife has applied for her Green card process 2 years ago and has her I 140 approved. She is in India right now and have never visited to USA. What i would like an advance on is can she apply for H4 as a dependent on me and come to USA. Would there be any kind of problem by doing this. Would the Visa Officer say that since she has applied for her Green Card she has to wait till her green card come through. Please advise.

She can apply for H4. However, she need to answer YES to the below question on the visa application form.

"Have anyone filed a immigrant petition on your behalf"
