H1 to H4 Visa transfer

My wife applied to change her Visa status from H1 to H4. This is in under process.
I have following questions:
• If she is getting new job mean while, is any way she can start working.
• Or she needs to wait till she gets H4 and then apply for H1 for new job.
• Once she will get H4.she need to work in same employer or she can start with any employers who sponsor her H1 Visa.
