I am currently on L1B visa and resign from the job. My last day is one month from today. I also applied for H4 through COS. If my COS is not approved till last day of my job, is it leagal to stay back while L1 to H4 is in process?

Yes, but your stay from the day of resignation until you leave US becomes illegal if COS is denied.
