B1/B2 Visa

I am US Naturalized Citizen (previously a US National, American Samoa). My sister (adopted) was born in Western Samoa. She currently lives in American Samoa but wants to move to the US to live with her 2 children. She currently holds Type R B1/B2 Visa (travels frequently to the mainland for conferences and training). What can I do to help her move and remain in the US?
