H4 Visa

My wife is on H4-visa and she doesn't have a visa stamp in the passport as the status has changed from F2 to H4 and renewal of H4. Does she need to get a transit visa if she is visiting India for the first time after these status changes?
I read on this website that it is not needed if coming [U]to US (through Amsterdam, Frankfurt, Paris and some more) and if she has a valid visa?
