H1B Visa transfer while in India

Hi All,

I was in USA from 06-Oct-14 to 11-Jun-2017 on a H1B visa, after that I came to India due personal reasons. But my I-797 was valid until 31-May-2019 also my I 140 was approved.
Now I am planning to go back to USA but I have a couple of questions,

1. Am I come under H1B lottery exemption?
2. Can I transfer my H1B to new employer while I am in India? Also, I didn’t work for (18 months) in India will that have any impact on my H1B transfer? If so how long will it take for H1B transfer?
3. My passport doesn’t have the visa stamping based on new I-797 (Because it was renewed in USA after that I never travelled to India). Do I need to go visa stamping after H1B transfer was approved? Or Do I need to go for drop box?
4. Will there be any issues in port of entry because I travelling after 2 years?
