Can a person that has a firm in US, sponsor for H1 visa? If yes, under what conditions?

You mean, you have a firm X and you want to sponser some person on h1 from outside of US? If this is your question then the firm can sponsor a person on h1 if that business needs some extra skill level for which that firm can't find the person in US easily. Check USCIS sites for more information or put the specific question. So, instead of we assume about your question, we can put our effort in giving answer.
