H1 Transfer

Hi, My H1b got approved (consular petition and currently not in USA). I recently got a new job offer and i am planning to take it. If i now resign from my current employer who filed my H1B petition and in future if my new employer files for an H1B will it again go through the lottery or can it be transferred while i am in India?

Also, my current employer will withdraw the H1 petition after i resign. Will this cause any issue for a H1 transfer (based on this approved petition) in future?
