H1B Transfer after I94 Expiration, while extension pending with current employer

Hi,

My H1B extension is filed on Nov 2018 and extension is still in progress and my I94 got expired on Mar 2019. My end client is doing H1B transfer.

Need suggestions/inputs on the below points if the transfer got approved


Can i join the new company even though my I94 got expired

or

else convert the current employer petition to premium and once it got approved and then only join the new company.

or

go for stamping with new company i797 and come and join. is it fine to go for stamping while other petition/extension is in progress.
