H4 to F1

Hi,

I have a couple of questions.

1)Currently I am on H4 visa and i would like to pursue Masters by enrolling in any ACCREDITED universities with ONLINE course curriculum and to change my
H4 status to F1. Can anyone please suggest the names of universities which can provide the above and which doesn't require GRE.

2)If the answer is YES to the above question, will I be eligible for CPT and OPT'S while being on F1?
