I have been in USA from 2013 -2019 and i have a approved 140. My H1 Extension got denied and I Left USA, but im working for the same employer in a different country.
My Query is
1. As i have maxed out my h1b, am i still cap exempt as i have a approved I-140
2. If i quit this employer and a work for a different non us employer like a year or two and If i like to come back to USA, can a new US based employer file a H1 based on my 140 if Im cap exempt.
3. Can my old employer withdraw or revoke my 140 if i have quit after 183 day period of approval of my 140
4. If my old employer withdraw my 140, that will not affect any new employer from filing a new H1 petition right if Im still outside USA ? And will just my 140 approval notice should suffice to start the new petition process ?
