urgent need help for H4

hi,I am a prospective H4 visa applicant. My spouse got his H1-B approved on 22nd nov 2004. However, the start date on his H1 B visa is mentioned as 12th Jan 2005(?) and expiry date 12th Jan 2008. My question is whether I can apply for an H4 visa before 12th jan 2005?Is the issuance date of his H1-B important or is the start date?I have an appointment at the US Consulate on the 20th of dec 2004, to apply for H4 visa,Please advise me if I can keep that appointment or not and whether my husband's H1-B would be considered valid on that date.plz let me know asap!!

I think, Issue date in your husband's passport printed wrongly. He should first put a request for correction. But still you can recheck with the experts.
