H4 Stamping while H1 transfer in process

Hi,
I am in a process of H1 transfer(not priority just normal case) it started in march 1st week , i feel it may take 3-4 months for approval to come.

Question - I just got married in DEC, My wife is in India, can she go for Fresh H4 stamping with my old I797 & the new I797 notice copy ?

Is there any other way i can bring my wife asap ?
Guru's Please suggest.
