H1b Renewal

Hi, My I-797B expired in 2013 and my visa expired in 2016. I have not utilized entire duration of my H1b visa as I had to come back to India due to some personal problems.

My question is can I renew it or I'll have to file a new H1b petition?

I am not sure but can be cap-exempt. Just need to find an employer in the USA
