H1B 221g Passport given back, refused to admin processing

I had my interview, Chennai consulate, and my passport was returned to me with a 221g with only 1 box checked by the officer that says my application was refused for admin processing.
Not sure if this happens with the most or retaining the passport with me is a good/bad sign as compared to with the officer that happens in most cases.

This is unfortunate but common. I had this thrice. Please track similar cases to understand timelines at the tracker page on this website. If possible share your experience for others. Retaining a passport is a good sign.
