I am a PhD candidate , hoping to defend my thesis in summer 2020. my lawyer says that in order to apply under the US advanced degree category I have to defend by April 1, 2020. Is it possible that I apply under the advanced category and submit my paperwork before October 2020 if selected in the lottery ?
