Rally happened yday and he did not say anything. Not sure what can happen but no real news as of now

So here it the order.
I am in USA, i am waiting for my wife to get an appointment for h4b visa interview once the embassies open. Will she be given visa ?
The Sec 2 says "an H-1B or H-2B visa, and any alien accompanying or following to join such alien" wont be allowed , but not sure if it means new h1b+h4 or also cover my case where i am already an h1 is usa and my wife needs h4.
