H1B Visa transfer

Hi there

I am currently working on F1-OPT with company A. Company A filed for my
H1B visa and it got approved, which is yet to start from Oct 2010. But now I
got an offer from Company B. I have to get my H1 transferred to company B.
I have informed my current employer(Company A) about this transfer.

But actually they(company A) are planning to withdraw my H1B visa petition
from USCIS as I will not be working with them from Oct 2010.
I would like to know if this will affect my visa transfer. I am not at all aware of
Immigration rules. Can someone please let me know how it works?

This does not affect your new employer's petition since you are in F1 status.

I still have few questions regarding this.
My main concern is if my current employer(company A) withdraws my H1B
petition does my new employer need to file a new H1B?

If that is the case then shouldn't I have to make sure that new H1B is filed before H1 cap is reached?

Please let me know how it works. Also please do suggest me a better way to
do this, if any?
