My spouse had his H4 EAD approved in 2017 which is valid till Sep 2020. The EAD was not used for he transferred to H1. Now if he files for h4, can he still use his approved h4 EAD that still has the validity period or he still has to wait for new EAD to come.

Once you file change of status petition then your previous status will be gone which means your H4 status is no more in live. H4 EAD is depends on H4. If H4 status is no more then automatically H4 EAD will be abandoned.
So if you want to resume H4 EAD, again you will need to file H4 and H4 EAD petition.
