Stamping of H4 without H1 is stamped

Hi,
Me (H1) and my wife (H4) is in US now and we got our H1 & H4 extended last year. We have not got the visa stamped on our passports yet, because we haven't gone out of US after the extension.

My question is, if my wife goes to our home country, can she go to the US consulate and get the H4 stamped on her passport (and return back to US)?
Is there anything like H1 has to be stamped in passport first or we need to get the H1 and H4 stamped together?

She can get her H4 stamped without your valid H1B visa.
Your H1B visa is not important to get her H4 stamped. Your H1B petition and you maintaining your valid H1B status is what is important.
