H1B withdrawal procedure

Hello,
Currently I am on F1 OPT visa which is valid till June 2021. Also, my current employer filed H1B on June 03 and it is still in process. Due to my current situation, I have decided to resign from the company. Will I be able to join another company in September on my F1 OPT visa? Will my current employer file for H1B withdrawal once I resign and how long after receiving the withdrawal receipt, I can start working at other employer?

Yes. If you have OPT, you can migrate to another Employer. But Please make sure to follow the procedure before you join into the new company. And if you dont need H1B then you can ask your current employer to withdraw the petition. With that, you can continue with F1 status.
On another hand, you can get H1B Approval with current Employer then move to different Employer who can also transfer your H1B to them.
