H1B Petition Number and H4 petition number are different.Is it normal?

Petition Receipt Number in my H1B Extension I797 form and Petiton Receipt number in my wife's H4 Extension I797 form is different.Is it normal?
Last time I got just one I797 form for me and wife. With that we were able to the visa extension for both of us. Why this time I am getting separate forms for VISA extension? Is it a new rule?
When I booked an appointment using ttservices website, after completeing my H1B details, the page comes like 'Add another applicant'.
In that page, they mentioned that if different Petition number , I have to book an appointment separately.
Has anybody gone through this scenario?
