H1b drop box question - Trump EO

As per USA Travel docs I am eligible for drop box. But only thing I am not clear is about the Trumps EO proclamation issued on june 24th 2020.


I am not clear on this EO.
Am I eligible for Dropbox considering EO ? or will be not allowed to enter USA and chances of 221g?
If I get 221g , is it possible to schedule visa appointment or there is no way to schedule appointment with Dropbox appointment? and go with what is mentioned in 221g? please help

My details:
I was in USA as of june 24th,2020
My h1b visa stamp expired in june 2019
I changed my employer in may 2019 (FTE)
Planning to travel in end of November , 2020 to Hyd
