Steps & Costs associated with H1B transfer

Hi,
I am on H1 with I140 approved and want to change my employer.
Appreciate if someone can give me all the steps involved and costs associated with transferring the H1B with I140 approved and whether I will be able to port my current PD & I140 to the new employer.

H1B transfer with or without the I-140 approval is the same. The cost to the employee should be $0. The cost associated with the H1B transfer should be taken care by the employer. You have to start the GC process all over again with the new employer. However, You can port the priority date from the old Labor application.
