Does unused H1B petition waste someone else's opportunity?

I'm currently on L1B and my company can apply for the 2020 H1B lottery. But I might be returning to India soon, but haven't decided yet. If I get the H1B petition approved but don't actually use it in October, am I wasting someone else's opportunity? Does a wait-list system exist whereby that opportunity is passed on to someone else if an approved petition is unused ?

Approved petition will not be passed whereas, if petition was not filed then that vacancy will be filled during second lottery selection.
