My H1-B Visa expired without using for USA for more than 5 years, Transfer or Renew ?

Hi,

I am having my H1-B Visa which is expired on 30-Sep-2015 without using for USA or without single entry in USA
and it is now expired for long time for more than 5 years.

Please anyone advise on the following for my expired H1-B Visa asap.

1) Can my expired H1-B Visa be transferred to new employer? If it is possible to transfer my H1-B visa, please advise.

2) Can my H1-B visa be renewed with new employer without going for cap lottery system or selecting the visa application?

Hi,
As per your H1B validity, I think you crossed H1B CAP exempt. Now you will need to file H1B again under CAP.
