Can a person with a SSN apply for a H4

Hi,

I am planning to apply for a H4 visa. I already have a WORK SSN which i got when i was in my L1. What is the process for applying a H4 if we already have a SSN?.

SSN has absolutely nothing to do with Immigration and Visa matters.
If you are outside the US, you apply for the visa just like you applied for L1 visa at a US consulate. You will need spouse's H1 petition approval notice and marriage certificate. If you are in the US, apply for change of status to H4 using form I-539.
