I’m currently on F1 STEM OPT. My H1B petition was approved as consulate processing while I was stuck outside the US due to the pandemic. Due to continued H1B visa ban, I decided to travel back and re-entered US on F1 status to apply for COS. Should my company be using i539 for my F1 to H1B COS? or is an I129 amendment required?
