Carpooling on H1B or F1

Quick question:

Using(being a driver and/or rider) carpooling apps like WAZE carpool or SCOOP - is it legal to use on non-immigrants visa (F1, H1B, etc...)

Legally you cannot earn anything else on H1 , you can use waze or scoop as a rider , not as driver. This is my personal opinion
