H1 transfer - premium processing

Hello,

I got an offer from desi company and they will be doing h1b transfer. when I requested them to do it thru premium they are asking me to give 1000$ check in favour of USCIS.

Can I give my BOA check for same? or do I need to take a separate draft from bank?

Also what are the time lines for LCA and transfer process through premium processing.

Personal check is fine.
7 days for LCA, 15 days for petition.
