H1b transfer with passport photocopy

I am changing my job but my passport is stuck at the SF consulate for renewal since Jan 2021. My current PP has not expired and I have more than 6 months validity on it.
Can I use the photocopy of the current passport for the H1b transfer to the new employer?

For filing H1B Transfer petition, you will need only Photocopy of Passport..
