If a person in India without H1B Stamp can apply for H1B Trasnfer?

Hi Experts,

I would like to know, If a person in India without H1B stamp can apply for H1B Transfer ? currently I am having H1B valid till 2022 and It doesn't have stamp in it and currently I am in India, so is it possible to transfer H1B to another employer without valid stamping in it?

Hi,
Yes.. You can file new H1B petition with Another Employer.. And it will not come under CAP. Once you get H1B Approved, with that, you can go for Visa stamping in order to travel to USA.

I am in a similar situation. I have a approved I797B on consular process. I am in India now and don't have a H1b stamp.
